Stop Super Speeders

The “Stop Super Speeders” movement is a nationwide legislative effort championed by street safety advocates to pass similar laws across the United States and the District of Columbia. The New York bill (A2299 / S4045) is part of a broader, coordinated campaign to mandate speed-limiting technology for the worst repeat offenders. Virginia, Washington State, and Washington D.C. have already passed laws that allow judges to require speed-limiting devices as part of sentencing for certain speeding or reckless driving offenses. Georgia also passed similar legislation.

The New York “Stop Super Speeders” bill (A2299/S4045) is proposed legislation that would require chronic, high-risk speeding offenders to install an Intelligent Speed Assistance (ISA) device (speed limiter) in their vehicles. This device would seamlessly prohibit the driver from going over the speed limit. Street safety advocates successfully lobbied elected and bill passed the New York State Senate in the 2024/2025 session.

  • The bill now needs to pass the New York State Assembly and is currently in the Assembly Transportation Committee.
